Apparently, Proctor's murder is only one of many such murders by Mexican troops bought off by the Cartel.

On a personal resonsibility level, Proctor and all youg Americans living in Mexico are taking their lives in their hands in that narco state.

Mexico should be declared "a terror-controlled state" and all tourist travel their from the U.S. should be halted. All trade with Mexico should also be halted and NAFTA ended. We have enough produce here in the U.S. to feed ourselves. We don't need Mexican produce, even in the winter when Mexican produce takes over the U.S. markets. Canada and other countries can replace Mexico as tourist destinations for Americans.
