What do I mean by East St. Louis Mayor Parks "pulling a semi-Mayor Alioto"?

From Wikipedia's page on former San Francisco Mayor Joseph Alioto, The

Zebra Killers (four blacks killing 16 mostly white citizens, 8-10 wounded) in the winter and spring of 1974:

"In an unprecedented move, San Francisco Mayor Joseph Alioto and Police Chief Donald Scott announced that police officers would begin stopping and questioning "large numbers of black citizens" who resembled the description of the killer: a black man with a short Afro and a narrow chin. Once stopped, checked and cleared, each citizen received a specially printed Zebra Check card from the officer(s) that they could show to police if stopped again. Over 500 black men were stopped by the first weekend the program was in operation."

"Semi-" because Mayor Parks isn't having police pull over only black citizens/suspects.

The Dave Levine Show doesn't think this order will last very long due to lawsuits by the ACLU but at least the Mayor of this troubled city is trying something! I'm sure he looked into what former Mayor Alioto did back in 1974.

We salute Mayor Parks and hope he's successful in catching the perps and cleaning up East St. Louis. If only other mayors of big cities would have the cojones to do this!
